As a public sector organisation, Highlands and Islands Enterprise's (HIE's) procurement activity is guided by legislation and best practice, with the route being determined by the potential total value of the contract. Find out more >

Our Procurement Strategy for 2018-2021 sets out our procurement objectives and an action plan. It aims to ensure that the wider requirements of the public procurement reform agenda are adhered to. We have developed our strategy in line with local and national priorities to support our corporate aims and objectives.

We are keen to receive comments, observations or suggestions from external parties about the content of the Strategy.

Invitations to tender

  • Open4Business Supply Chain Project

    The Open4Business initiative is a free to use platform that provides Small Medium Enterprise (SME) businesses with increased visibility of contractual opportunities, chiefly, but not limited to energy related developments and creates an environment that allows interested parties to respond to opportunities relevant to them.  

    HIE requires a suitably qualified and experienced supplier to become the custodian of the intiative.  This will involve monitoring and managing the helpdesk, engaging with key stakeholders and the other requirements as stated in the Scope of Requirements.

    The deadline for submission of tenders is 12 noon on 18th July 2018.  Further information can be found on Public Contracts Scotland.

  • Leadership Programme

    The purpose of this Framework is to stimulate and develop ambitious leadership, which sits at the heart of business growth. It aims to deliver a step change in the leadership capability and capacity of 300-400 individuals from 200-300 unique private and third sector businesses across the Highlands and Islands region. Whilst some are large businesses, the majority are SMEs with many employing less than 50 employees or micro SMEs with less than 10 employees.

    The requirements is split into 2 Lots, each procured under separate Contract Notices.

  • XpoNorth (Event and Network)

    HIE requires a suitably qualified and experienced supplier to deliver services to support the creative industries in the HIE region. The programme focuses on providing year-round activity with an annual event at its core, encouraging collaboration across Creative subsectors, with a focus on joint roadshows, bringing together industry – local, national and international – with industry bodies, public sector agencies and others. By developing a network model based on subsectors the programme is aimed to:

    1. Raise the profile of the region and ensure a wider understanding of sectoral trends, opportunities and challenges.
    2. Supporting the sector and individual businesses through a network model.
    3. Deliver a world class creative industries event in Inverness (XpoNorth).

  • Orkney Stand Management

    HIE requires a suitably qualified and experienced supplier to manage a professional Orkney presence at events attended by the industry groups each year based around a design concept that was put in place in 2017. The main requirements are as follows:

    - Stand creation, build and management of set up for each event.
    - Deconstruction of the stand and storage of materials where appropriate.

  • Support for Communities Framework
    The purpose of this exercise is to put in place arrangements which will provide HIE with access to external expertise to support community-led organisations to develop their capacity and deliver prioritised projects.

    This framework will provide an alternative means of providing a range of practical support (not advice already accessible via HIE's Framework for Growth and Development – Specialist Advice) as many community-led organisations lack the capacity or a particular skills set to progress an opportunity timeously.
    The types of support required have been categorised as Financial; Project Development; Project Delivery/Management and Procurement.

    The requirement is being divided into 6 Lots being procured under separate Notices and further information can be found as follows:

    1 - Lot 1 Inner Moray Firth & Moray
    2 - Lot 2 Argyll
    3 - Lot 3 Innse Gall
    4 - Lot 4 Orkney, Shetland and Caithness & Sutherland
    5 - Lot 5 Lochaber, Skye & Wester Ross
    6 - Lot 6 Performance Measurement (HIE wide).  Lot 6 is exempt from both The Public Contracts (Scotland) Regulations 2015 and the Procurement Reform (Scotland) Act 2014 & is therefore being procured via a selective competitive process.

    The deadline for submission of tenders is 12 noon on 29th March.

  • XpoNorth Digital

    HIE is seeking a suitably qualified and experienced supplier to provide support to creative industries businesses in a variety of digital-related topics. Rather than focus directly on producing new content, XpoNorth Digital will focus on innovation around the relationship between producer and consumer. This will give businesses the tools and capability to carry out faster and more effective R&D for themselves, by engaging more effectively with customers and therefore tailoring products and services more closely to their needs. By combining specialised support focusing on innovating in the space where producers and consumers interact and adopting digital solutions, businesses can increase their profitability, increase their profile, make more effective use of technology and develop exciting new business models.

    Should HIE’s application be successful for the Northern Periphery and Arctic Programme – Digital Story Tagging project, additional services will be required too.

Supplier opportunities

  • Scottish Government Prior Information Notice ( PIN) - Reserved Commodities for Supported Businesses Framework

    Scottish Government have advertised a PIN for a new National Framework, reserved for Supported Businesses, for the supply of the undernoted Goods and services.

    The Framework will be available for use by the Scottish Public sector.

    This Prior Information Notice seeks to encourage notes of interest from Supported Businesses within the supply market. The intention is to engage with interested potential suppliers ahead of advert of a Framework with a duration of two years with an option of two one year extensions thereafter.

    The proposed engagement will include supplier day(s) to be held in the later part of April 2018.
